Days before the accident, tens of thousands of birds had been sighted near the runway, yet the airport was built on a major migratory route. Civic groups called it a “foreseen tragedy,” and the families are still demanding the truth.
The investigation extends beyond Korea to Seattle-Tacoma International Airport, the first in the world to employ full-time biologists to manage its ecosystem. Here, coexistence is achieved through science and understanding, not shotguns.
Meanwhile, even after the tragedy, the Korean government continues to push for new airport projects — from Saemangeum, a critical stopover for migratory birds, to ten other sites across the country — all justified in the name of “regional development.”

2024년 12월, 무안국제공항에서 제주항공 여객기가 새 떼와 충돌한 뒤 추락했다. 179명이 목숨을 잃은 이 참사는 ‘버드 스트라이크(Bird Strike)’의 위험성을 다시금 드러냈다. 제작진은 유가족, 기장, 관제사, 정비사, 생태학자, 조류 전문가 등 수많은 사람을 만나 참사의 원인을 추적한다. 며칠 전부터 공항 인근에서 수만 마리의 새 떼를 목격했다는 증언, “예견된 참사였다”는 시민단체의 분노, 그리고 여전히 공항에 남아 진실을 요구하는 유가족의 목소리가 교차한다.
취재는 한국을 넘어 미국 시애틀타코마공항으로 이어진다. 이곳은 세계 최초로 생태학자를 상시 고용해 공항 생태계를 통합 관리하는 곳이다. 총과 폭음기로 새를 쫓는 대신, 생태를 연구하고 공존의 방식을 모색한다.
그러나 한국은 정반대의 길을 가고 있다. 정부는 참사 이후에도 세계적인 철새 도래지인 새만금 갯벌 위에 또 다른 대규모 국제공항을 강행하고 있으며, 부산 가덕도를 포함해 10여 개의 신규 공항을 동시에 추진 중이다. 적자 항공이 늘어나는 현실에서도 ‘지역 개발’과 ‘정치적 이익’이 앞선다. 하지만 철새 도래지 위에 세워지는 공항은 단순한 환경 문제가 아닌 또다른 참사를 예고한다.
영화 <사일런트 어택: 버드 스트라이크>는 누가 누구를 공격하고 있는지를 되묻는다. 우리는 과연 하늘의 주인일까, 혹은 새들의 터전을 침범한 침입자일까. 조용한 공격은 여전히 진행 중이다. 어쩌면 우리는 새뿐만 아니라 우리 스스로를 공격하고 있는지도 모른다.
